Tank & Line Compliance Testing

The pressurized-system tests that form the backbone of EPA 40 CFR Part 280 compliance. PTTI runs each test on the schedule each state requires, with the manufacturer certifications each test demands.

Tank tightness testing

EPA-recognized volumetric tank tightness testing for in-service and out-of-service USTs. PTTI uses the EZY 3 Locator Plus attached to an isolation tree with a liquid sensor and microphone. Negative pressure is applied to the tank, and the tech listens through headphones for audible leak sounds from inside the tank. Single-wall, double-wall, and interstitial configurations all covered.

Line tightness testing

Pressure-decay tightness testing on every product line. PTTI pressurizes each line to 1.5 times its operating pressure using the Estabrook line tightness tester with a nitrogen tank, then measures decay. Inconclusive testing is common. When a reading indicates fail, PTTI installs a silver bullet for further isolation before declaring a leak. We do not jump to conclusions.

Leak detector testing

Annual mechanical and electronic line leak detector certification per the PEI RP1200 17-step procedure. PTTI uses the Estabrook Leak Detector Tester with a calibrated leak orifice simulating 3 GPH at 10 PSI. Detector must hold metering pressure for the duration of the simulated leak to pass.

Detection & Verification

ATG functional testing

Probe removal and float inspection, alarm-trigger verification, console programming comparison, printed test record. PTTI is certified to work on all Veeder-Root systems (TLS-300 through TLS-450) and all Franklin INCON systems in every state we service.

Helium leak detection

Pinpoint leak detection after a failed compliance test. PTTI purges the system, introduces helium, drills holes in concrete above the suspected area, and uses a specialized sniffer to detect helium PPM concentrations against atmospheric air. Concentration patterns pinpoint the leak location. For Stage I systems, a vent tree on top allows helium injection.

Containment & Overfill Testing

The containment-tier tests required at every fill point, every dispenser sump, every drop tube. Triennial cycle in most states, more frequent where state program overlays apply.

Spill bucket testing

Hydrostatic testing for single-wall spill buckets. Vacuum testing for dual-wall spill buckets. Hydrostatic pass: water level drops less than 1/8 inch in 1 hour. Vacuum pass: 26 inch water column held after 1 minute at 30 inch starting vacuum.

Sump testing

Hydrostatic and DriSump methods. Hydrostatic: fill to 4 inches above highest penetration, settle 15 minutes, measure, wait 1 hour, re-measure. Pass: less than 1/8 inch change. DriSump is a different method, probes drilled into concrete around the sump, capped, then a vapor test reads containment leakage.

Overfill prevention testing

Three device types tested per device present at site. Flapper valves verified to shut off product flow at no more than 95% tank capacity. Ball float valves verified to restrict flow at no more than 90%. Overfill alarms verified to trigger at no more than 90% via ATG console comparison.

Vapor Recovery

State-required vapor recovery and pressure vacuum vent testing. PTTI brings manometers, test rigs, and the state-specific paperwork on every visit. Stage II vapor recovery, required only in California, is outside PTTI’s service scope.

4.1

Stage I & PVV testing

Stage I vapor recovery returns vapors from fuel delivery back to the truck via vapor riser. PVV testing checks pressure/vacuum vent valve function. State requirements vary. Some states require PVs, vent lines, and static torque. Others require only PVs or only static torque. PTTI tracks which forms are required per state per site.

Forms involved: Stage 1 fillable form, PV Data Sheet, Static Torque, Vapor Balance Survey, Vent Line Air Pressure Test.
