Stage I vapor recovery returns the vapors displaced during a fuel delivery from the tank back to the delivery truck via the vapor riser. PVV (pressure/vacuum vent valve) testing verifies that the vent valve opens and closes at the proper thresholds. State requirements vary significantly.
